we had the same problem some time ago. - and to no clear result, i believe.
- if the rule is one sided ( meaning, i can shoot at someone - and order him out of the system if he leaves the fight, even if he never stopped from cruise or was flying like 5k away from me ) - then a fight has really happened.
- if a fight only happens if both parties were involved in a firefight, - it means that both participants must exchange shots at each other in order to be considered fighting.
- if even further, a fight only occurs if both shoot each other and ones shields are taken down to 50% or more, - it means that some warning shots are not considered a fight.
- maybe this is once sided, too - and as long as one person shoots at someone else and takes his shields down by 50% or more is having a pvp fight.

this rule means that i can kick people out of a system just by shooting at them, no matter if they WANT to fight or are prepared or if i even hit.

this rule interpretation means that there is a willingness of both players to have a pvp fight, but it also means that a warning shot is allready considered pvp.

this rule means that both mean business. both want to pvp and both want to go for it all. - maybe the best rule, but not easy to enforce especially in fights involving fighters and warships.

one sided as nr 1, but it means that there is a willingness of taking someone down, even if the target doesn t want to pvp at all. - however, one cannot do some easy fly by shooting - but has to engage seriously.
choose what you like the most. defining what a fight is appears easier than it is. i have been accused for re-engaging when i was cruising past a corsair cruiser and he shot at me at a distance of 1k - never hit me, and i never left cruise. i then grouped up with other BHGs and we took the cruiser down. - what followed was a lengthy discussion about re-engagement and why he was convinced he had a fight against me allready. - he said that he shot at me, and i was in weaponrange ( my supernova is 2.5k ) so he considered me pvping, even if i never cancelled cruise nor did any attempt to react to him. thats how far interpretation can go.
