I consider the sneak shooting until you lose shields / be under 50% shields and then telling you to leave system a quite cheap tactic. I have had done that by a battleship while i was cruising away from a lane with eddie. Suddenly, when i was like 1-2k of the lane, a battleship appeared, and shooted me to 45% shields or so. I didnt drop cruise or anything but... bye bye, system. It might not be fair, but its there, so you have to obbey it as closely as you can.

And about starfliers, i consider (honest opinion, you might not share it, and its okay aswell) good etiquette to leave them alone, no matter their level, as they're most likely setting up a character.
