If you cruise away and only they have fired a shot then its not a PVP Engagement which would come under the Fleeing rules IMO. IMO the fleeing from a fight rules were made so that people couldn't just flee after all there bats/bots were used up then come back and try again. But i don't see how they could come into effect if you never fired on them as RP wise your not always going to fight people when your outmatched, so it would be OORP if you don't run from cruisers. Any other way it would be open up to way too much abuse.
If your setting up a character (Where your lvl is above 29 due to transfer) then you should remove your weapons to symbolise that your setting up your character and arn't a valid target. That way there should not be any confusion.
