Yes, there may be disappointing situations like that out there... but. Trials by forums (and yes, to me, it is a trial by forum, even if he "agreed" to be quoted) are a big no.
If you're sure someone broke a rule, the Rule Violation Report forum is always there.
I have no intention to get him sanctioned. Not for my own purposes.
Should I have published it elsewhere to avoid the discussion?
I don't want him to be trialed, and if he withdraws his permission for this post to be here, I will remove it.
If I have to edit out the name, then it will probably be the last time I have posted a name on these forums, no hassle.
