The case is that the people who live in Russia can't access to this game, is this right?

And what's the correlation between the issua with Telegram and access to Discovery Freelancer?

As have been said, Russia Government is trying to block Telegram by blocking IP-addresses, however it blocks the wide range of other IP-addresses as well, like the one of Discovery. Heck, they even blocked Google once.
