How to make official factions better?

*sigh* this thread is not about harming non-official faction players - it was about what be can done to support official factions - how to make official factions better - not by forcing people into them but by making them great thing to join because it is more fun.

What about Hook'd technological boons? Something along the lines of implementing sensor dampening technology on a single Osiris for the Order.
