1. Approach related factions ooRPly, ask them if they are willing to help you set up a situation. I'm administrating FP11, you could have simply asked me to represent FP11 ingame so you don't need to powergame FP11 from a K'Hara ship.
2. Nomad bacteria exists and is extremely dangerous to humans, yes, but it's one thing to have that bacteria sticking to a nomad lair (those membranes for example) or having them roam around freely in vacuum-mostly space, pretending it can penetrate shields (something most energy weapons can't), and it can super-not kill people without their agreement.
3. Generally, all power you have is about your own character. Nomad players often overstep this border when they do illusions or something. What they can do is offering sensation, but not forcing them. People will not play along if you MAKE them play with you. They will play along if things are offered and presented neutrally. That is the reason why I never go for such things as nomad. It is not easy to play and mostly not appreciated.
