As I see it, an unaligned smuggler can run carti without matching outcast rep, and not be oorp.

You dont get it. Omicron 100 is a GUARD system. NOBODY is allowed there except the order - even our allies (corsairs/zoners) are very heavily escorted when they move through the system for whatever reason.

Anyone else is kill on sight, no matter what your rep is. The order guard doesnt care if you're trying to play nuetral - that's using limitations of the game to your advantage and is OORP behavior.

My transport is hostile, but it hardly matters since cruise disrupter's on NPC's won't disrupt trains 98% of the time going through o-100 is a breeze.

Again, using game limitations to your advantage.
