Should faction not gank underpowered players or group (that obviously have no chance of winning), it would have little to no negative feedback. If an official faction cannot cope with negative feedback due to its poor actions or inability to play fair - maybe it shouldn't be a such in the first place?
It should be official factions' responsibility to show what kind of roleplay and behaviour is expected. Ganking the weaker is not a such.
