Not to speak for him but there are obvious reasons.

Privateers could use dirty tricks (and did regularly). Flying a neutral country's flag until they were close and ready to engage (to prevent fleeing).

Using un-uniformed crew and hiding cannon under crates and nets and tarps so as to look like unarmed merchants.

They really were 'deputized pirates'. If an official military ship did these things it was often a violation of the articles of war--but a "private"eer could get away with it as they weren't "military".
