I was just catching up on my paper work in front of Manhattan and a Junker came from the direction of Rochester and was carrying forbidden Technology, a "Scorpion" Partical Cannon. After informing him he broke the law I gave him two options, Drop the weapon or be fined. He later handed the weapon over and I will ensure its destruction.
