Not really. Citing a single example here, gameplay-wise Core works/worked because it doesn't make permanent NAPs, so both it and hostile factions consistently have something to shoot. I don't feel that permanent - inrp or oorp - NAPs are good for gameplay unless they're done for the sake of improving gameplay (stopping ganks or w/e).
I mean just look at the infocard of the Battleship Amenta in Omicron Beta. Does it really sound like it supports the notion of an Order-Outcast NAP?
