Updated with some stuff related to start of war with Kusari and also some stuff related to semi-major laws revision we work on:
- KNF and Kempetai added between enemies of the state due to start of war with Kusari
- removed §4.1. from Article Four (exception for KNF to enforce Rheinland laws in Frankfurt)
- §3. added to Article Three (trade embargo towards Kusari)
- Article Five (Zones of Influence) removed and replaced with new §3. of Article One which describes systems where Rheinland forces are allowed to act outside of house space; following articles subsequently renumbered,
- POB registration fee unified
- all references to Omega-11 removed due to its removal from the mod
- all references to Koeln changed to Cologne due to the official rename of the system by devs
- few typos fixed here and there
