OORP Taxing

It would be incredibly hard for one single pirate to tax outside Manhatten if he has the correct rep anyway. The Battleships that spawn there do a lot of damage not to mention how fast all the lawful players would start hunting him down. Almost everytime I even try to even pass through New York ussually ends in my destruction from the sheer number of player ships that attack.

A group of pirates maybe but it would be silly to tax there as the traders could probably dock to safety before paying anyway and why risk accidently hitting a starflyer.

Although I am assuming the pirate has the correct rep if he doesn't

a: He's either new to the server and doesn't know any better (try explaining to him)

b: He just doesn't care (screenshot and report)
