I can see why a faction would want to avoid home system raids, sitting ontop of/shooting NPC home system assets is a very lolwatty attitude of trying to get the opposing side to log. Raids into near home territories make a ton more sense and even better communicating with the other side to arrange encounters and raids ect would be even better.

Edit:
Looks like there might be some confusion, by home systems I mean like Rho for Core| or Chugoku for Dragons. Lawful home systems such as NL,NT,NB,NY and IDF are all fair game due to easy trsdelane access
