Game crash after loading char

managed to log back into my old account

I've used CPU-Z to attach a system spec.

Still cant figure out whats wrong. Looks like a problem with dx8, but am unsure how to update or activate legacy dx. Its odd that very rarely I will be able to load in, however this has only occurred at at Erie, and no other planets or systems.

Any help would be greatly appreciated.


*As a quick side-note assuming I get my game running, I am in NZ and my ping is like 260. Anyone with a similar problem that can help me reduce that?
