Rick Tiltman is an asset of the SIS, Arbiter of the Junkers Congress and a skilled smuggler. His influence within the houses is not to be underestimated and while the crimes of the Junkers are many, they are often overlooked in order to keep the Junkers on side. Tiltman has been instrumental in obtaining goods outside of the law and has contacts the service may draw upon at a later date.
The Service does not fully trust the Junkers yet, but thus far they have upheld the deals they have struck, so long as they continue to do so, there is little reason to worry about them as their knowledge about the SIS remains scarce.
