Queen Carina would be the commander-in-chief of the Bretonian Armed Forces and by extension the Bretonian Royal Navy, though.

She is also a member of the Admiralty, albeit up until recently an honorary one. With the creation of Queen Carina's Royal Fleet (named so for a reason), she kind of got a bit more involved, but not really. She has minions to do the donkey work.

This gives some seniority to the guard system owning QCRF, I feel, but leaves plenty room for others to play.
