An 'Official' Intro to the BPS

I would take it to mean the Admiralty has 11 Admirals in it. There are probably an equal number of Vice Admirals and more Rear Admirals, and if the position is occupied, 1 Fleet Admiral. The lower ranks would just hold less voting power, like the Southern Liberty Navy High Command.

I imagine there'd be 2 Admirals (One taking seniority as Admiral of the Fleet), 2 Vice Admirals and 6 Rear-Admirals. There'd also be Her Majesty, outranking everyone.

This is pure speculation, however. Continuing, though, I imagine that the Vice-Admirals would be stationed on the battleships seeing the brunt of combat, such as the MacDuff and the Grimsby or Norfolk.
