How to make official factions better?

Well, as an active player of the Freeworlds Mod, I would have to say, things are a vast improvement. And, you can start as a totally indie civ, or indie pirate. So no, you don't "have" to join a faction.

Joining a faction there only means that you'll receive faction benefits, i.e. ships, capital ships, ability to land on special bases.

Though, I agree that it isn't for discovery. I personally feel the better bases, maybe a special ship, and lower price commodities would work out very well. Then give factions the ability to OoRP blowup any tresspassers.
