It's called Permanent probation for a reason.
Permanent probation means absolutely nothing when you get right down to it.
If Karl were to be permabanned again, he would simply go back to the norm of returning under multiple proxies & being a bigger headache.
He's been welcomed back, so no matter anyone's personal opinion of him, He's a member of the community. Period. Not a probationary one.
