Maybe as incentive, let say that a miner have a regular salary and a small weekly bonus, calculated on the basis of the redistributed 20% profit given by the shippers. The compagny need capital to run, and profit to reinvest. So 20% = 10% Executive, 5% salary to Miner and Escorter, the Shipper have the 80% remaining.

Fast math :
1 run= 10M $
3 shippers making 4 runs each days, 2 miners and 2 escorts
3 * 4 *10 = 120M $/day
80% of 120M $ = 96M $ so each shipper earn 32M $ by day
5% of 120M$ = 6M $ so each miner and escort earn 3M $ by day.
10% for the company = 12M $ to pay salaries and keep the rest in bank.
TOTAL income/week for a Miner/Escort = 28M $ as weekly bonus pretty decent now...

Do something like this and you have plenty of miners and escorters (including me as both maybe:P)
