Alright, so your ZOI includes the Omicrons. Technically Tenacity was wrong with the "Out of your ZOI" statement. However, think about it from a different point of view:

"Some Outcasts are known to revere the Nomads" -- This can be admiration, respect, or both. However, even with this, it doesn't mean the feeling has to be mutual. Especially when something is revered (ie: Nomads) they would generally avoid anything that may be disrespectful to that something.
