I explained this fairly early on:
-If it's the first time we've seen them violate the system, they are very strictly told to turn around and get out the way they came.
-If they've been there before (and MOST of the players I encounter there are repeat violators) they're KOS'd. If you get killed there once because you refuse to heed warnings, you should expect the same every time you enter thereafter - at that point you're just testing our patience and being stubborn.
As for dropping cargo, not going to happen. If they've got contraband they take it out of the system with them. If they refuse, they're destroyed. I dont want a bunch of cardamine cans floating around our system littering the place. All contraband that is dropped from dead smugglers is destroyed in space.

Neither am I. The only people I was warning with sanction reports are those who go into the system with improper faction rep (meaning, they get nuetral to the guard NPC's so they can use the system without being hassled by those npc's).

If you want to stick to smaller ships, that's great. I wish more people did. I prefer gunboat class vessels far above cruisers and battleships - the ONLY reason I'm using the zoner destroyer right now is as a 'placeholder' until I can use the zoner gunboat being put into 4.85. Trust me, if there were really a proper gunboat for my character I'd be using that right now - it's more manuverable, travels through fields better, and it's inexpensive.
A lot of people said "use the corsair GB!!!" - no. That vessel does not look like it belongs in the order. It's a rustbucket, not a high tech machine.
Therefor, I chose to work my ass off to get the destroyer temporarily so I could work on my RP as a member of the order - and get things explored - while waiting for the gunboat to be added to the game.

And what leads you to assume that an order player, with an order tag and order ID, flying an established vessel, is a 'civilian'?
That's just as bad as all of the [SA] idiots calling independents spies and traitors. Just because you arent in a faction does not mean you're the dirt under everyone else's boots.
I stick to my rank. If a Bs| member doesnt want to follow my orders they dont have to, but I'm not telling them to fling their ships against liberty dreadnaughts in needless sacrafice. Look at my "Operation Icebreaker" post - I lead an unscheduled RP event with both independent and Black squadron players, and the event turned out quite successful. -I- commanded the group, and nobody had any problems with it, because I did a damn good job of it.
If you act like a dick all the time, that's how players will treat you. When I'm in-game, my character does not act like a tyrant, I follow the chain of command and I make reasonable decisions as any ship commander would do. People respect my character for that - if an independent came along trying to powerplay a fleet admiral and force everyone else to follow his orders, they would NOT respect him, because he did not prove himself to be a capable player and RP'er.
