Perhaps. But if they were required to join the faction before they even had a chance to determine whether or not they'd stay interested in the character, for some people that'd be a "come up with something completely different" moment.
Now, I do agree with the chain of command issue. Perhaps, then, we can agree that "independents" working with all-encompassing factions such as the RM should be limited to the lowest rank(s), and if they want something higher, they should join the faction and work for it?
Edit: Gah, I'm not used to Tenacity making sense.:PHe raised some good points in his post too; I think perhaps factions should be a little more open to accepting characters with different ships from the normal if it's backed by sufficient roleplaying, as I believe he has done.
