Is it not possible to have an end to the Gallic war where Gallia wins (or the Sirians lose), in some way? That kind of outcome could affect the universe in an interesting way, and although the conflict ends it doesn't mean things go back to the status quo. There'd be an impact.

Food for thought.

At this point Gallia is inevitably destined to lose either of their two major conflicts, the conquest or the civil war. They apparently focus more on the conquest, which leaves Council plenty of opportunity to gain ground inside the Kingdom. And we've been doing so quite well so far.
