We do not consider lightly armoured transports escorted only by fighters in the ratio you mentioned as a sufficient security measure. Considering the nature of the cargo which could be abused if it would end in the wrong hands, we demand that for every transport ship there will be at least one escort or scout ship.

Now, this was the last point we needed to clarify to reach a decision. After careful consideration, we decided to issue the recommendations of trustworthiness for the Azurite Gas to the Universal Shipping primary division. Subsequently, the one year restricted cargo license for the transportation of the Azurite Gas is granted under these conditions:

Every transport ship carrying the Azurite Gas will be equipped with at least basic armour upgrade (formerly known as Armor Upgrade Mark 8) and accompanied with at least one fighter, bomber or gunboat class escort or scout ship all the time during transit through the Rheinland territory. Ships with mentioned cargo can fly through systems Sigma-15, Frankfurt, New Berlin, Hamburg and Rheinland zone in Hudson. The cargo may not be handed over to anyone else except for the Rheinland law enforcement authorities or another [*USI*] tagged ship under any circumstances.
