I dunno... Yes the two have been fighting for a long time but they'd gain tons of power and wealth by joining each other - and it's been shown in some message boards and rumors in-game that the rivalry is more one of competition rather than hatred...............

If Outcasts and / or Corsairs ever became a real threat to the four main Houses. In regards to territory or supplies of raw material. The Houses would simply join forces, and both Outcasts and Corsairs would soon be wiped from Sirius, the only reason these factions are tolerated by the four main Houses, is because they acts a barrier against Nomads and other alien species.
