Okay lt's look at diference between piracy and cargo interdiction, which is actually what the lawfuls are doing, the imposed fine is just to get the idea across that you would have spent time in Sugarland, Huntsville or thee like making pots and license plate equivalents.

Firstly a pirate can actively pirate in way more systems than a lawful is allowed to wander through. Logically if you set out from Gamma with a cargo hold full of artifacts you can be pirated in every system after Gamma and to New York, the lawfuls only get the chance to stop you in two systems, the system you enter Liberty by and New York itself. The lawfuls are not allowed to disrupt the tradelanes to catch you unless they have probable cause, such as you've already been scanned and are trying to run. That gives them from the moment you exit any given tradelane to the point where you dock with the next object to catch you. A pirate gets an awful lot more time than that. A pirate knows you're up for grabs the moment he sees you, a lawful does not. simply put by the time you'd realised a pirate in a capship was there, you'd be dead. Whereas the lawfuls need to be at a maximum distance of 4k to know what you're hauling, that gives you 10k to avoid them. You don't get that avoidal time for with pirates, by the time you know they are there you are being pirated. Capships come with a CD and 5 seconds of not being able to activate your cruise engines equals a dead transport, unless you've sacrfiiced 2-300 cargo for a cap armour upgrade.

The difference between being pirated in a capship, and being hauled over to explain your cargo by a cop or a jumped up navy captain, is huge in FL. It's just unfair for traders to be pirated by capships.
