I find the whole concept of taxing silly, Rogues do not tax we rob.

I think this is exactly right. It makes sense to "tax" if the pirate faction controls the system or a large part of it (as a toll or fee for passing through without being destroyed), but a pirate can't "tax" in a house system or a system controlled by someone else. Sometimes I'll even challenge that when I'm pirated. This may seem nitpicky, but our RP needs to make sense.

Anyway, I think focusing on cargo first makes sense for most pirates, but credits have their place, too. Since "real" pirates would often want to take the target ship, and not just cargo, credits can be considered in lieu of the ship since the game doesn't allow comandeering.
