Actually, there were a few instances where we did exactly the same for this same offence. Let me say here what I told people on Discord just moments ago.
If you go out of your way and demand all the cargo from a transport while:

• Not having the means to carry it away
  
• Cargo is not contraband
  
• Cargo is not base commodity
  
• The transport doesn't belong to a player or a faction that's at war with you
  
• You don't have sufficient RP motive to destroy the cargo, beyond those listed above
  

I'm even willing to bet that you cannot name one good, logical reason about this " all cargo" demand. And no, " I wanted to blow the transport up " sadly does not qualify in this situation.
