I have seen ganking from both sides really. Both equal to blame, but I wouldn't use the word blame really, as "ganking" is just part of this game.
If anything can be done, though only suggestive as it is, it's growing mutual respect between the factions and trying to balance things out, and make the game enjoyable for both sides, so that both sides enjoy upcoming fights, and actually look forward to interactions, be it PvP focused or RP focused. So it's up to both of your groups to talk things through, rather than having this dissected here.
While so called "ganking" is part of the game mechanics such as Solaris GBs piling on snubcrafts are considered ganking to some, but in reality they have the tactical advantage using the equipment and shipclasses to their advantage, while properly fit bombers and other shipclasses negate the Solaris GBs etc. so it all comes down to tactics and coordination in the end of the day.
These game mechanics you speak of have been designed by and for people who were hopeless in fighters. Solaris/Missile boats have always been cancer. Caps should only counter caps. Freelancer is a dogfighting game and was never balanced around these sort of interactions, and right now fighters are almost at the bottom of the food chain.
There is also something called disproportionate use of force. Calling it a tactical advantage doesn't change the fact that this is a game. A game that people play for fun, and it's no fun when a gunboat jumps in a perfectly balanced fight. Do you really think you're some tactical genius for bringing a ship that can only be countered by at least 2 or more enemies?
Also, before you talk about respect maybe you should look into the actions of your own faction, because haven't seen any from them in this regard.
