Err, can someone please point out where in the rules the Shield Running episode is set down as 'fleeing'?

I see Rule 5.6 which explicitly mentions hitting cruise, but I dont see the term 'shieldrunning', not any mention of using thrusters to gain an advantage in a fight.

Surely it wouldnt take much for an Admin to modify the official rules?
