I think this is fine. It's more fitting to what Order originally was.
The Order was a group of defectors from the Liberty Navy, who only left in order to stop the Nomad Invasion, which had already infested Liberty high command, thus mandating their separation in order to combat it.
They were not "terrorists", they were only labelled as such by the infested leaders of Liberty in order to justify the prosecution of them.
What some people see as an attempt at a global police faction, as actually the most legitimate continuation of the order faction yet.
