Gotta agree with the common consensus, the SA was formed back during the dark ages when there was no PvP in NY, so it made sens for thme to be called the SA, however since that restriction on PvP has come down , they've been getting a lot of hassle just because they are trying to do their job as Navy, this is just them consolidating the power they already have according to all but the most vocal, I see no problem with it. They've presented it in RP, if you don't like it deal with it in RP.
