Yeah, but the only thing that will lead to is more Xenos, which is going to happen anyway, and the majority of the northern navy will probably integrate themselves quite well. I mean, they are in fact defending the same nation, the point in a civil war is null and void. There is RP possibility, but not enough representation for it, so the most I think could happen is that the Xenos would step up their attacks on Navy in Colorado in order to "reclaim it".
