Refuse... Kill... I'll be the devil's advocate.

Threatening, scaring, force them to feel the death coming in order to get their money. So you don't really need to ask prior to fire. The fear of death is enough to make him understand the threat prior to making your demand.
But kill... kill is the PvP end of a RP situation going in two different directions. You are in a bomber or fighter, you just cannot loot enough for the risk you're taking. So you're extorting money, RP wise, it means that you need to scare them to death but not kill them. If they are not scared, that is because they are ready to defend their life and it is a viable RP option. if they flee, you loose, period. Do you really need to kill him ? Imagine that the same trader after a fight see his death coming and surrender. In fact, you fired at him, he replied, no words were exchanged, and suddenly comes the "I surrender". What will you do ? Be honest with yourself... will you kill him or negotiate ? Will you say : "next time we meet you will have 2M for me. You have one week"

Now, if you have a transport available, blowing the ship is a perfect option, no witness, you have the full cargo. Kill is a available RP option, and if the rules were not here to avoid a kill without asking for money or cargo, you could be a murderer and a merciless pirate in transport and ALWAYS get money by piracy. No conditions. You see, you kill, you take.

In a schoolyard, some do racket, beat their comrade to force him to steal money in their parent's purse and give it to you. Do you kill him ? No, you scare him to force him to give you money.
In ocean, you can raid a luxury boat, stole the jewelry of the passengers, take them in hostage and ask for a ransom. Kill passenger one after the other until the ransom is paid. You will kill to look serious. You're a not loosing the face, just becoming more serious.

Killing intentionally with a reward is winning and to do so only a Pirate able to loot a juicy cargo can have this feeling. All the rest is frustration because RP goes in two directions. Kill because they refuse to pay is just a way to not loose his face. Killing someone is just vengeance when you cannot collect the loot. To kill is to sanction.

We can come every month with the same problems of piracy demand and ooRP trader. All that matter is "Do i RP my Pirate to be taken seriously and get money." and "Do i RP my trader to save his life". unfortunatetly, if the trader do not want to RP, well, too bad, ignore him. Killing him will just bring the pleasure to give him a lesson. Is it a RP attitude ? No. It is the result of a failure of communication, the RP is over, the PvP have taken the first place.
Are we able to resume RP after a PvP ? Kill is a win in a PvP but loose in RP.
