So, the note about history is mainly a nod to the [UC] who had quite a few dealings with what I want to say was the [HA] at the time. As it stands, they weren't mentioned mainly because the majority of Les Syndicats' operations were focused planet-side, and while I'm sure there have been deals here and there in the past, it wouldn't really be relevant enough to our history to make the cut. I also couldn't find anything in infocards/rumors to suggest there's a strong partnership in-lore with the Hogosha, only that the Corse was considering it:

Most factions that wouldn't have an extremely clear-cut relationship with the Corse of Marseille didn't make the Diplomacy cut, as we wanted to try and develop those through interaction and see where we ended up. Huh. Well, I'll be honest, the more you know. I suppose nothing we said is technically wrong but I might edit their diplomacy tag soon-ish to reflect that more clearly.
