They're literally a corporation. "Primary fleet" is pretty much just a term for "Official faction".

Update: Corsairs can now bring battleships, buffed kill bonus to 5 million.

Just a thought: Leave the more populated side at 2m or 2.5m. Use the kill bonus as an underpop mechanism. Though, something like this really works better if it can be adjusted on-the-fly.
