How to get a Wild-ID?

Yes, i know this could get to a big discussion.

And yes, i know much about the Wild (but to be honest, not much about the Wild-Faction here, and i don't mean AOI).

The point is, i know some people (about 5-10), who would love an RP-Wild-Faction.
The basic-idea is back to the roots, not an Terrorist, all shooting faction, but a roleplay faction with many InPR-Infected characters.
And it will be a "sneaking" faction with just a few ships with Nomad- or Hybrid-Tech.

And now the interesting questions:
I know, that an offical faction can use one ID. But must all ships have the same IFF?
Is it possible to create a "hidden" Restart (or a restart with an passwort) with a "Default"-Wild-Rep and an ID that has just a few Rep-hacks, so that it is possible to get better Reps to some factions and an other IFF??
