Well. There is someone who RPs Rheinland's Chancellor. Del has just been chosen to RP President Powell of Liberty. Unselie has been RPing Queen Carina for over a year.

The outcasts and corsairs both have national "Councils" which decide political policy, and Bretonia is about to get a fully functional government. So I do think that what you are asking for already exists to an extent.

Diplomacy happens. Treaties are signed. Rebellions rise and then fall again, and political scheming constantly affects the House Governments. The RP of the Houses IS dynamic, to a degree, and I think the current balance we have in disco works quite well actually.
