if it was a core 1 then i dunno if rp is required to kill it. could be wrong

There always has to be a declaration. Time is the only variable here. The more upgraded the base is - the longer the time window between the declaration and the actual siege.

And, since there's no declaration - the PoB plugin is likely deviating again.
