We are going to see pretty big oorp "explorers" out there mainly because people don't bother to setup an account that can handle the assumed rough ride. They just fly their GB/BC/BS combo there.
Finally there seems to be a good and valid reason to have the Kusari explorer.
Someone could make a really good RP spin out of that.

This self-gratifying passtime is made possible because they are elderly sods in the main and have made their fortunes at a young age. They now spend their money on massage and heath professionals as ship crew to help keep them happy and fulfilled.
They love to be snapped next to famous Sirus officials, pirates and celebs and will go out of their way and into harms way in order to achieve this ....
