If I remember correctly, once upon a time the Bounty Hunters ID allowed players to kill any unlawfuls within their zoi. Unlike the Freelancer/Mercenary ID, claiming them on the forum was optional.

I'm not sure why that changed. Bounty Hunters specifically target criminals so it's not really open for abuse, and it would also give people a reason to pick a Bounty Hunter over the less restrictive Freelancer ID.

Honestly, as the Hunters currently don't have zoi, they could at least get the 4 houses and bordering systems as their zoi, and then be allowed to shoot all pirates in that zoi. Ideally I'd allow them to shoot pirates everywhere so Gamma and Alpha raids could potentially be a thing again but maybe that's just me.

This too. If we go by lore, Hunters appear all the way from New York and into Gamma and Alpha.
