Shaggy asked me to post the reasons publicly, so here they are:

The reasons given for denying the [MQS] faction creation request are as follows:

1. Litigious Violation Reporting
   There have been a disproportionately high number of violation reports from [MQS] members, many of which include incomplete evidence and in at least one case, misleading evidence where details were omitted by the reporter.
   
2. Poor behaviour
   This is not in reference to specific cases of rule-breaking but rather the observed attitude of [MQS] members towards their fellow players. I hate to use the word 'toxic' but I think it sufficiently describes the concerns people had here.
   

There were minor concerns about your portrayal of the Maquis, citing a request to add more "civilian-friendly" lines to the ID, and an example of a member showing undue concern over the safety of a civilian installation. However, the aforementioned points are the reasons given for denial.
