Products in the list are used in large quantites on warships/weapons, as the purpose of the embargo is to prevent Kusari pruduced 'military' (can be used in warships/weapons) products to reach Bretonian borders and the Battleship Nagumo and Nagaski are the two main blockades, it make me think it fall in military duty.
Apparently 'The Queen' is of the same opinion, considering Bretonia policy on the same list is slightly more restrictive, unless I'm basing on old documents.

in terms of gameplay - its just less players you get and more NPCs. think about overregulating stuff. - and/or leave it to the cooperations like kishiro or samura. - a trader may rather deal with restrictions made by other civilian cooperations than a house military, even if the interconnections between the vertically involved kusari cooperations and the goverment are interdependent.
if optronics and engine components are illegal without a license, - it ll cut off honshus exports as this planet has nothing worth selling anymore. adding niobium ( even if its meant to cut the ooRP traders that use the chogoku route ) to be illegal may - if enforced end up with no traders at all anymore. - the whole kusari space may end up empty. no traders, no pirates, no lawfuls.
This restriction is now changed to apply only for export toward the Taus and apparently this 'example route' does not involve Kyushu or Tau-31 blockade, there shouldn't be problems.

I believe this can simply be applied by players by RPing Junkers/Hogosha ingame.
Should this type of roleplay be encouraged somehow? Is really needed to add something to the codex about it? If yes, more licenses?
