Why were bar NPC animations and dialogue removed?

They were removed because when you've seen one or two you've seen them all and then you just end up mashing Esc to skip to the rumor or bribe. They also had a lot of missing dialogue for custom factions and bases added by Discovery.

So what you're really telling me is that there is no technical reason and they weren't breaking anything but they were removed for no reason anyway.

Just because some people think a feature is worthless does not mean other people do not enjoy it. If there was no compelling technical reason they should be re-added.
