That would probably be because of the other L'action Revolutionnaire, which leads to the inevitable question: how is this different from AR|? Will [ARC] be cooperating with AR|, and so on?
Write up is very pretty... especially the logo!
I think the point is that AR acts as a terrorist group, being part of the Maquis, while these guys act as an autonomous semi-regular force within the Council's navy, and as part of the Council they're trying to turn the Council from a generically republican and revolutionary formation to a specifically communist one.
The difference appears to lie mostly in the modus operandi.
