Yes, you can mount gunboat turrets on the Raba, but there is a good lore reason behind it, if you have read the wiki info correctly.
However, next time if you have any basic questions, please ask these questions in the Help & Support section of the Forum.

Edit: Important notice, if you do wish to use gunboat turret, don't use Kusari Gunboat turrets. Those are considered Lawfull Weapons, only meant to be used by the Kusarian Navy and Police. Otherwise you get a 90% penalty to your energy regen.
