I asked the developer a question. Your answer is just an assumption and rewriting rules.

Gallia does not commit genocide. Gallia carry out counter-terrorist operation.

It isn't a rule but it's a /game mechanic/ that /cannot/ be changed unless updated through a patch, that the Bretonian side can only use freighters because the docking point is restricted to freighters only. So, yes, Gallia has it easier for transportation.
